Founded on July 16, 1790 Washington D.C. is its own territory situated between Virginia and Maryland. While it is the 8th largest Metro-area in the nation, its status as a territory means that the city is not represented in Congress or the Senate. In 1973, DC got the right to form a city council to rule the district separate from the federal government, in order to make local decisions. Some say three’s company, but for this metro area three is the magic number for electoral votes in Presidential College.
